I think the implication is that the company wanted the character to be more than just a character in a game (like Bubsy). They focus on the character as a character instead of just as being a vessel for the gameplay. Gex is a wannabe mascot, Arthur in GnG is just a guy you play as.

Even though it's just a made up meme term, if I were to specify a "mascot platformer" vs. a regular platformer, I'd define it as a pre-existing mascot being given a game rather than a game featuring a character that is just a mascot for that game series and nothing else. A broader definition could include studio mascots even if they debuted in the game in question, as even if a character is a mascot for their series they might not be the mascot for the whole studio.
