Europe - Master System won vs licensed NES models
Europe & USA - Genesis won vs SNES (USA by thinner margin, Europe outsold it 2:1), however SNES competition in Japan was PCE instead (which sold well but was mismanaged to hell)
Japan - Saturn outsold the N64 even by 2001 long after it was discontinued (but destroyed elsewhere) + half of the JP N64 LTD sold by the DreamCast by 1999-2001

Nintendo employees admit in interviews without reservation that Sega "beating them in certain markets" put a lot of pressure on them to innovate. In the case of DKC in 1994, this helped kill Sega's winning streak in the USA.

Consoles were much more expensive than handhelds and console games sold for significantly higher prices. The fact Sega was rivaling them on the home console market in North America and rivaling them in Europe is important and Nintendo themselves have admitted this. Also the N64 and Sega Genesis sales figures are too close for you to say the N64 definitive sold more. In fact, the SNES ended up overtaking the Genesis and lasting longer, while the Genesis was kept on life support with shitty add-ons while SNES's classics library just kept growing.

If you remove the arbitrary factor of market share, the N64 still sold over 32 million units which is perfectly fine for the late 90s. The GameCube and Wii U are the only big, mainline Nintendo consoles that could be approximated as failures sales-wise. Even then, it's not like no one had a GameCube.

Devs bother because cost doesn't even come into it after the first release breaks even. If you have a game that sells, you put it on every platform you can and you have a good idea what you can sell before you spend a single penny.
