I'd say it's the contrary, I mean it's like american TV shows where actors in their 30's play highschoolers, and for some reasons teenagers are shown in grown ups bodies.

You could make the arguement for some other FF games like 7 where they all act like adults, but in FF8 specifically it's made pretty fucking obvious that they're teenagers. There is the "fuck the world" attitude of Squall, the carelessness of Selphie, the angst and hyperactivity of Zell, Irvine being a pretentious show-off etc

The story is also about love in its purest craziest teenage form.

You can however say that they act like adults, but only in the late game, where the passage from teenagehood to adulthood is completing.
Quistis was the voice of reason at first, but by the end game, the other characters feel like they're on the same level and she's no longer that much "above them" in terms of maturity.
