Post 3D games that have tight, flowing, satisfying, and fun movement and/or combat, where just moving through the world and fighting enemies is a joy on its own

Jedi Academy and Jedi Outcast possibly have the best movement and combat system ever in a video game. Jedi Knight Dark Forces 2, the predecessor, is so fast it's entertaining too.

Morrowind is definitely the RPG game with the best movement system. There's plenty of potion, enchantment, and spell effects like fortify speed, fortify athletics, jump, slowfall, and levitate that will enhance your character's movement. It covers every movement possible in a 3D space and at any speed you want. Virtually unlimited options.

Tomb Raider's movement system is underrated and gave Mario 64 a run for it's money. If only the camera turning wasn't so shitty it would be perfect though.

Thief 1 and 2. There's no cool parkour or high speed movement or anything, but using all your tools to move unseen and undetected is really fun, the skill ceiling is quite high.

GTA 4 is retro now, so I'm gonna mention that game. It's simply the best pedestrian and car ramming simulator in the world. Moving from A to B wasnt a bore like GTA SA.

I'm playing it with ryzen 5 3400G APU, no GPU. You can get a pretty stable 40-50 fps, never drops under 30, at 1280x720 by disabling the shadows. With a video card it would definitely run smoothly.
