Well after seeing how big of a fucking flop Cyberpunk was, I thought about going and playing Deus Ex again, but I wonder, are there any other good cyberpunk esque games that are retro? I know some swear by Shadowrun on genesis

I doubt they even had a game to port to the PS4 until maybe a year ago. No game is in-dev and gets cancelled and revived without having whatever was being worked on thrown in the trash multiple times and starting from scratch. We even saw them drop features over time realizing they overreached and couldn't handle it and needed to have a finished game at some point. I'll still be pissed forever that they completely axed all third person content.
