You haven't played him on Street Fighter Alpha 2, then. The EX Plus Alpha version is actually pretty easy once you get the hang of it.
You can fight him from the get-go by choosing Time Attack, there's a course which is just him. My record there is 13 seconds (with Evil Ryu).

The EX plus Alpha Gouki lets you jump in 8 out of 10 times. He won't even Shoryuken your ass. Compounded by how slow his Hadouken is, jumping in is almost safe (just don't do it on wakeup). Just play it safe and Gouki is easily beaten.

The Alpha 2 version, though. He won't let you jump in even while he's throwing a Hadoken. He has ridiculous bullshit recovery on everything and his Shoryuken takes at least 1/3 of your life if it counters.
