It is very open with big cities, but it isn't "open world" in the modern sense of a giant empty map.
What you will get is an RPG with a completely unique feel, grounded, original setting, and fantastic music.
Framerate blows, but otherwise, it holds up great and nothing else feels quite like it. This game and Timesplitters sold me on the PS2.

This is why Hudson died. When they made a game that's actually good it always buried and forgotten in japan but when they decied to port it to west they went full retard and cut 80% content of the game also made sure the game looks like shit as possible

I was really impressed by it for the overall quality as a primarily PC based RPG fan. It later came out on PC, but I never felt the need to get that version.
I'd compare it to something like Morrowind in terms of how it feels like nothing else. Morrowind is a deeper game, but also a way jankier one. It is also several years newer.

>3 years of development with highest at the time budget ever given to sony game, yet couldn't fix the above issues


This game should've been given so much more. People called it the FF7 killer when it was being discussed before release, and you know what? If they just polished it more, gave it a little more respect, it might actually have contended with it and had sequels and remasters today. I played FF6,7, and 8 back when they released, but I could only give you snippets of experience. I remember everything from this game because it was given love and care, but unfortunately not enough.
