Whats the best way to play castlevania SOTN on PC? i emulated it with mednafen but that was incredibly scuffed, so are there any better alternatives? pic unrelated

The PSP version. Meme people will keep you telling you to play the PS1 version because "muh WHAT IS A MAN meme", but PSP has the stellar original japanese voice acting with english subtitles, which is the objective best way to experience it.
It also has features that were removed from the english release of the game on PS1, and also some extras.

Just got OpenEmu and downloaded the required Bios files for Psx (SCPH 5500, etc.)
Download a rom from one of the zillion sites, and presto

no did everything correctly but the drag and drop startup and text editor settings didnt exaclt make for a good UI. Its doable sure, and if thats my best option il just stick to it.
