Wily never made robots, he only captured and reprogrammed them. He made the original mavericks, free thinkers, but by reprogramming of non-human tier bots. Proto-Man is Zero, not a response to it. Just remodeled by Wily. Mega-Man is overly redone too so there's no reason to think Proto-Man isn't Zero. Drop the x and you get before version 1, you don't need to know the Proto-Man code to make the Zero-Proto connection, with it being red and blah blah.

The change from shield to sword was to make Proto more offensive so he could kill the cop-bot Mega-Man. Mega-Man turned to x so he could be more upgrade-able. Also made into X so Light could stop going OHSHIT HE GOT PROTO ON HIS SIDE EVERYBODY RUUUUN while being afraid that Mega-man was next. It's not like Mega-man never fought Proto to begin with you know. Not that Light ever said that canon but you can imagine his terror. Light makes these purely offensive robots like Mega-Man so if they go bad it would fuck people's shit up pretty bad.

Anyway, there's no reason to think Wily ever made shit on his own. He's a thief (that wishes for chaos. All he does is get worker robots to wreck shit. Clearly wants to be the last man on Earth so he can be god over all robots.)

It's pretty fucking obvious that Wily did most of the engineering to make the first 8 Robot masters as well as Rock and Blues, and he makes like 50 more of them throughout the first series. Light was a genius programmer, and Wily was the genius engineer. Both of them stole from each other whenever possible until Wily got space aids and used that to make the maverick virus.

Zero and X aren't upgrades on anything, there's absolutely no reason to upgrade inferior hardware to make a better machine instead of making new parts.
