This actually was one of the weirdest parts in the X series

By convention the bosses were all animal based

The fiction was that bosses were "Mavericks", and that Mavericks could be any reploid who succumbed to a virus, with later games pushing the envelope and suggesting it was a really gray area whether someone was actually infected or just being a rebel, but the key idea was that any reploid could be a Maverick

yet all the bosses were still animals and no animal guys hung out with X and friends so it was straight up animal = bad maverick, normal humanoid = good reploid

Short version: the boss arena is sloped, he activates his shield and then whips back and forth across the arena about 4x faster than you can run, body-slamming you into submission.

He's got a fucking sawblade on his forehead like he's a doctor. But he's not a doctor. Or if he was a doctor, he's a doctor of killing your ass. Sure, he's not a hard boss, but he's fun as hell. It's a fast-paced and fair fight that's all about skill, and way more fun than any of the bosses that sit on their ass with a shield up.

Plus he drops the best weapon in the series.

When you fight Adler with X, they exchange dialogue about Octupus, X apologizes for killing him and Adler basically says X was just doing his job, then turns maverick. As for the connection with Boomer Kuwanger and Gravity Beetle, I'm guessing that's explained in the manga, unless it was in the manual for X3 or something.
