Dark Souls 2 captures it really well. I consider it a direct sequel both from a gameplay and lore perspective.

Simon's Quest is a good one! The towns are full of cryptic weirdos, the night is horrible, the mansions feature many old corpses, and the colors are generally drab... it's got a nice mood, whatever its other successes or failures.

Thinking of more horror-themed games with dreary worlds, I start wanting to say Demon's Crest is a good example of this. But OP says "harsh and unforgiving", not "melancholy". And Demon's Crest is gentle and forgiving.

Oddly, Lagoon kinda makes every part of its world feel like a depressing wasteland, even though the story is just anime-style chosen boy saving the world.

(For reference, the Sharp X68000 version is far superior to the SNES one. However this information should probably be considered useless since even the best version of this game is not especially good.)

Hmm thinking about Lagoon reminds me of Willow for NES. That is an okay game, and I think it does have this kind of feeling. The world of Willow like a wilder, more mysterious, more dangerous version of the world of Crystalis. The tradeoff is that Crystalis is awesome, whereas Willow is just... good enough.

Wing Commander Privateer kinda has an "unforgiving" vibe, it's pretty easy to screw yourself over or get in a bad situation.

Also pretty much any roguelike, namely Nethack (although nethack's lategame is actually much easier than many other roguelikes from around that time period)
