Been a long while since I played 2000, but some of the things I remember for 4 should maybe still work.

Low density residential noesn't actually need water. They want it, and will hate you, but they don't have to have it. They are also willing to walk short distances without roads.

You should be able to access the spending of individual public facilities, like fire-station, and reduce their spending by the population you expect to actually be near them.

Only poor people use buses. Only rich people use subways. Both is only nice when you can afford it.

Toll road everything that is going out of town. I don't remember if 2k has this, but 4 does.

Cheap road is fine anywhere, as long as the road is a dead end that doesn't connect two major roads.

One type of educational building is basically enough in any neighborhood. You don't strictly need all types to overlap each other.

Watch the RCI demand graph. The ration of industrial to commercial zones goes from 3:1 in the beginning to all the way down to 1:3 at 200k pop. Your residential pop will reach the added industrial and commercial pop, so zone accordingly.

Don't put different zones too far away from each other, otherwise they won't develop. If you want to create huge area of a single type, you'll have to put at least a 1x1 zone of a different type every so often, it doesn't need to develop, just to be there is enough to trick the engine.

Residential and commercial zones like high land value. Sparkle some parks and green spaces in them. Places near water are more valuable, same with high-elevation areas. Putting trees on slopes is a good way to raise land value and lower air pollution. You only need to plant a single one ($3), adding more is just cosmetics.

Zones will develop up to 3 tiles from a road/station. You can make an optimal 6x6 grid.

Speaking of roads and infrastructure, don't go overboard in the beginning or it'll ruin you. Just put what you need. The city doesn't even require an external connection to begin developping, though it'll need some later.

Put multiple power lines to speedup the development.

Zones will need water in order to develop into heavy density.

Don't try to eliminate all crime, up to medium is fine. Space your police stations accordingly so they overlap only a little bit, otherwise you'll lose money. You can lower crime further with some ordinances.

As for other services, only place them when the sims request it. The firestation coverage doesn't really matter.

The cheapest power source are hydro dams, even when you take into account the $100 extra to put the waterfall, because they are eternal and don't require reinvestment every 50 years. Keep in mind that when you eventually build better powerplants (nuclear, microwave, fusion).

Eventually, the industry will bitch about not having a port. You can delay that by adding rail connections, but eventually you'll have to build one. Don't go overboard with it though, a 3x5 area is usually enough at first. Docks+cranes will only appear if they can reach sub 100 feet depth, i dunno if it really matters though.

Commerce will do the same with airports, but it requires a minium of 6x4 to develop.

For taxes, the default 7% is fine for the most part, you'll be able to lower it down to 4-5% while still making money once you don't need funds to develop.

Never take loans.

DON'T CUT BACK ON ROADS, YOU WILL REGRET IT!

For water supplies, try to put the water pump near fresh water, the more edges it touches, the more water it pumps, diagonals count. You can make water pumping "farms" by alternating rows of waterpumps and water tiles, don't forget to put a power line to power them. Also waterpump are more efficient at sea level, they get less the higher they are.

To deal with water pollution, put a water treatment plants for about every 20k population. That'll help rise the overall land value of the city. Don't forget it creates a bit of air pollution nearby so put them away from residential/commercial zones.

If you want high-tech industry to develop, you'll need sims with a high enough educational quotient (EQ) which mean enough schools + colleges. Libraries and musuem will prevent the sims losing their EQ once they get out of college (20y+ iirc), so it'll help with keeping the average EQ up.

Another way to help high-tech industry is to tax the polluting ones and give breaks to high-tech. You can do that by dragging out the "city industry" window and then selecting "tax rates". You can query (shift-click) each industry time to check which one is polluting.

Other then that, just don't go too fast developping your city. You will lose some money early and it will be more of a ghetto filled with smokestacks at first, but once you get enough pop to support expenses, you'll be able to develop the city into a high-tax revenue yuppy paradise.
