Depends, there's some genuinely great stuff, but a lot of the time it looked really mediocre or outright bad. Most likely because 2D game development on 5th gen systems weren't given too much polish/budget/dev time (and, 5th gen systems beign more centered on hardware for 3D rather than 2D graphics).

For me, Simon Wai's Sonic 2 Beta is the quintessential prototype game.

Ever since seeing the proto title screen in Sonic 2's manual I had been wondering what's up. Fast forward to 1999, stumbling upon old Sonic fansites and learning of all the cut content, some of which being reimplemented with crude IPS patches.... Ah, good times.

It's definitely one of the most iconic betas of all time.
For me, there have been two major prototype leaks which stand above all others to me in terms of hype and excitement. Those would be the Nick Arcade beta of Sonic 2, and the SpaceWorld 1997 Gold/Slver betas.
I experienced both as they happened but I was the person to leak the existence of the SW97 roms to /vp/ so that's a bit more special to me. Nick Arcade was my ideal proto release though. It was exactly what everyone had been wishing we had for so long, it contained some insane stuff we could have never expected, and it was extremely hype.
Difference between these two leaks is that for the Nick Arcade rom, it was just thrown out there, left for people to explore. The SW97 roms on the other hand were being hoarded and all of its information plumbed already with the idea of making a translated rom hack that came out simultaneously with the official release. I was not a fan of this approach and neither was the guy who actually leaked it to /vp/. I don't think the group actually ever released a translation but they did have pretty much everything covered in their spreadsheet (and later, TCRF). All in all it came out as less of a fun time. The hype was intense for sure but the exploration aspect had already been covered. Plus, Nick Arcade more or less just showed up one day from what I remember.
Now, the Sonic 3 proto was close. I'd say it maybe came around 80% of the way to that level of incredulity and hype.

The Super Castlevania IV proto build from the recent gigaleaks has to be one of my favorites ever. I'm actually still amazed that it happened at all.
Nobody expected it to exist, we only knew about the very early beta that looks very different from the finished game, but this one looks fairly finished (at least up to level 6 or so), except with a totally different map screen with a very neat 3D mode 7 effect (not as pretty as the finished version, but more "3D"), many different enemy sprites, different early versions of many classic tracks including Simon's Theme, and the best of all, a completely different (new to us) music for Forest of Monsters.
And as if all that wasn't enough, the ROM is playable and can be loaded in emus/everdrives, fans quickly also ripped the music to listen to separately.
Maybe not as mind blowing as all the weird ass stuff that was found about Super Mario World, Yoshi's Island or Star Fox 2, but personally as a big Castlevania fan, this was amazing and easily my favorite thing out of all the gigaleak, and one of my favorite beta/proto leaks of all time.
