The live action movie is better because it ironically is the one that embraced being a cartoon. It's a perfect distillation of action adventure cartoons of the prior 10 years from He-Man, Ninja Turtles, GI Joe, etc. Its a really well realized concept.

The Animated Movie is like a cartoon pretending to be a live action late 80s urban decay themed martial arts movie like Above the Law or Showdown in Little Tokyo.

The acting is mediocre, but the soundtrack for the dub is one of the few instances where the new soundtrack is better than the original. Though the chief motivation for getting every SF2 character into the movie is exactly that (having every character show up) every fight scene serves a purpose in the overarching story as well. Even the more superfluous ones include a bit of important characterization or worldbuilidng (Ken vs. T. Hawk give a bit of depth to Ken, and even dumb shit like Zangief vs Blanka serve to flesh out the darkest side of the street fighting underworld the movie is set in)

Great soundtrack by TK which was like the hottest producer of Jpop at the time. An artstyle that fit for Gundam, Capcom's own artists loved enough to make it the cover art for the Super Famicom and Mega Drive release of Super. Visuals that inspired the Alpha series and defined their younger character stylings. A final battle so epic, a whole gameplay mode was added into the game. It is the only Street Fighter movie I saw, in Japanese of course, and it is a great companion piece to a great game.

The fights were choreographed by Kazuyoshii Ishii and Andy Hug of the K-1 Grand Prix tournament series, which is why the fights felt more realistic. I believe the Ryu vs Fei-Long fight was rotoscoped even. And what a great soundtrack in both versions. The US had an incredible alt/nu-metal/grunge soundtrack that turned me on to so many great bands, but Tetsuya MOTHERFUCKING Komuro on the Japanese OST really made that shit pop. There will never be a SF adaptation half as good as this one.

Street Fighter II V was fun as a generic 90s shonen battle anime tho
