The Sonic 2 cart swap does not count. Neither does S3&K's level select.

It's not allegedly, it works because they share the same RAM value across games. Sonic 3 was built directly off Sonic 2's engine, like Sonic 2 was built directly off Sonic 1's engine.

It's a good way to fuck up your cartridges though.

OP here, I figured out how to do it earlier this morning.

Hold your controller sideways with your thumbs on down and up. Begin entering the code as you first see Sonic appear on screen, when the screen has faded to black. It is important you get the first 4 inputs in as soon as possible, ideally within the first few frames of Sonic's jump in animation. Once you get to the last 4 ups, don't stop at just 4. Continue to mash up until you hear the ring noise. The curious timing on the input makes the game drop inputs occasionally, so it may not register one of them.

With this strategy, I've been able to get the code to register about 70% of the time.

I didn't get the level select, but I did get a growing hatred for the first few notes of the title theme, and the word 'Sega'.

I remember a strategy to inputting the code was something along the lines of putting them in as the notes of the music go.

Never fucking worked for me, and the frame data for this code is fucked.
