The difference between the SF2 rom we had for years and the one that was included on the SNES Classic is that the latter is more finished because Nintendo dug the final out of their lotcheck archives, for instance
So the new games we got fall under

>Other publisher couldn't afford to order copies of their third-party game, or otherwise didn't think it would sell so they didn't go through with it
>Bugfix revisions of existing titles but a reprint to use the bugfix rev 01 rom was never ordered

I think a good compromise could have been an on foot segment in a hard path or something. That may have been too much work for something that maybe 1/3rd of players would find though. But I think since SF is about ships, that would be a more interesting way to do it. Like you and the SF crew get shot down and put in some jail, have to escape on some enemy ships.
