Why does Astal inconsistently leave in some of the Japanese voice acting even though it had english voice acted intro and cutscenes?

Probably Keio Yuugekitai: Katsugekihen. Was one of the first games I got for the system and for $10USD it was amazing. The game is funny and amusing with its charms. Genuinely one that I still laugh at. The 2D effects and graphics were very impressive to me. I always wanted the SegaCD game, but it was always out of my budget even back in 95 when it was $30USD, so I had to snatch up the sequel when I had the money and I am glad I did. It is probably one of the primary reasons the Saturn is one of my most favorite video game consoles.
