Does ISA/word length even matter that much compared to other factors? Addons of the era come to mind where it's like okay you have a 16 bit CPU at some clock speed and it's good enough for a wide range of things but to go beyond you only need to add other things that aren't fundamentally different like more RAM or more storage.

I feel like storage space has and continues to be the biggest factor in games, second to that seems to be memory with the CPU being the least important in most cases (within reason), both in terms of ISA and speed. Only by virtue of games not being super complex in a traditional computation sense, most of the power is spent on rendering graphics which is usually delegated to something besides the CPU itself.

A better CPU helped with storage, when you think about compression. Since carts were so expensive, it was worth to go for more bits per CPU cycle when decompressing from the cart and moving data through RAM. Another thing was 3D graphics before dedicated accelerators, in the sense that more bits could provide more precision when using pseudo floating point calculations.
But otherwise, yeah, they mostly got away with underpowered CPUs and dedicated accelerators, which led to some very convoluted architectures.

In relation to compression, this was on my mind when thinking of more RAM. At least previously it seemed like people were more willing to wait for loading time between sections. So even if decompression was too slow for real time on the platform, you could still get away with having loading screens and unpacking into memory if you had the room for it. Although it's not like platforms of this era had much memory to do that either, but I feel like it wasn't uncommon of a pattern compared to like, all the instant loading from flash on things like the N64 (later than 24 bit era). Obviously a lot of disc based games had the same issue, but with I/O speeds rather than I/O combined with decompression.

I was talking more about aesthetics than actual technical specifications.
Video game art that is generally understood to be "16 bit" tend to have 16 colors per tile.
"8 bit" graphics tend to have 4 colors per tile.
