What made HL1 appealing for it's time was the introduction and it's realistic "real-world" environments. 3D games at that time hadn't really presented just a standard "office building" or otherwise real-world recognizable environments, going more for abstract or science-fiction settings where their limited graphics capability would be at less of a disadvantage.

Another aspect of HL1 that was appealing was the "seamless" level transitions. For it's time, it just seemed as though the game was one long level with very little breaks. The story was told with in-game scripted events that was very cutting edge for it's time.

All in all, they did a very good job with what they had to work with.

Probably bait, but could you be a bit more specific on what you disliked?
I find the game has aged like fine wine having recently played it with its intricate level design and solid gun play.
Really perturbed by the comment on enemies and music. The enemy variety is huge and frankly quite creative with a lot of nuance to their AI (bullsquids smelling the air to search for corpses, soldiers flanking and throwing back grenades, houndeyes grouping to power up their sonic blasts). And the music can get really blood pumping when it does play outside of the quiet ambient stretches.
