Check your local craigslist/facebook market and look for the best tv you can find for free/low price. If you pay more than $30 you're being scammed to take someone else's trash. Don't search for retro, vintage, gaming, or even CRT because it'll likely all be overpriced. Use basic terms like TV or older manufactures like Zenith, Orion, JVC, Philips etc. You can search for Samsung or Sony, but you'll likely need to filter through a lot of LCD. If you want something with component look for Gray/Silver casing CRT, they're usually later models trying to copy the popular WEGA design Sony had for their late model CRT.

The ones you don't have to buy are the best, or the ones that are dirt cheap.
The most I ever paid for one was $10 but I didn't really care at the time, although it was a bit old so I wasn't crazy about the price either. It did have a working VCR and I used to watch tons of my anime tapes on it and it was pretty nice. Found a nicer one a couple years later that had a DVD player and its been my main one ever since. PVMs are really nice and I envy those who got one for free or for a really cheap price, but they're kind of a pain to scout for unless you know someone or some place that carries them or get extremely lucky. I'm content with mine, I always play my N64 on it and my setup is mildly reminiscent to when I was younger in my old house playing N64 as a wee lad so I enjoy the experience, N64 games on an HD TV is a pretty awful experience and all the weird work around and alternatives to display the console on modern TVs is either shit or expensive or both.

Could always get one with VGA input and linedouble/transcode everything to that, you can even do that all without a framebuffer so it'll be lag-free.
A surprising amount of late-model CRTs have VGA input.
Though another option is to just use composite/s-video. You might think it looks like shit but that's because you're using the outputs on your consoles. RGB converted to composite can look much much better than the composite out of your console if you're using even a mediocre quality converter.

60hz was a low refresh rate back then. Cheap 14/15" monitors would run at that. Most good 15/17" monitors would do 70-75 at 1280x1024 in the mid to late 90s and in the late 90s to early 00s you could get 19" monitors that would do that (and probably 1600x1200 at 60hz).

Lightguns work on standard definition flat CRTs. What doesn't work is the basic geometry of the picture. The reason the tubes were curved to begin with is because the electron gun has to be perpendicular to every spot on the screen for the image to look right. This is the problem with professional monitors now. PVMs and shit made sense back when they were a hidden gem you could get cheap or free but now everybody gouges like crazy so you're paying $500 minimum for a 13in screen, defeating the entire purpose because while they look good they just aren't worth the price.

And it's gotten so bad that even regular bog standard mid-90s CRTs have "great for retro gaming!" plastered all over their craigslist listings. The cat is out of the bag and everyone is looking for their payday.

I looked around and it smells very similar to what you get when putting your nose next to the exhaust from an electronic(checked with my ps4, switch and laptop), it's just stronger as my whole room permates with the odor if I leave my monitor on long enough. I'm sure now it's more likely to be dust than ozone. I'll buy some canned air, clean the inside as much as possible and check how it fairs.

Thanks man I'll have to go pick up my retro consoles next weekend so I have something to use it with. If it is cheap enough I might take it even if it has problems, I'm just shocked I was able to find a single one in flyover country in the Midwest. Yeah it has an s-video input without the need for an adapter. For composite and component you will need the BNC adapters. Also, given that it's a higher-end PVM, I don't think you will need any BNC terminators but check the manual to make sure that it has self-terminating outputs just to be certain.

Because electrons are emitted from the gun assembly at the neck of the tube in a curved arc (redundant word choice to illustrate the point), the best achievable image geometry on a curved consumer set is (on average) better than the best achievable image geometry on a flat-screen consumer set. It takes more work (more beam control coils) to wrangle the curved arc onto a flat surface. It's "possible" to have near-perfect geometry on a flat-screen set, but unless it was a very expensive set at the time (like the Trinitron XBR series), it's mostly going to be a gamble.
In America, flat-screened CRTs are more likely to have YPbPr inputs, and most of the time a flat screen's geometry can be adjusted well enough that non-autists can ignore the issues and just enjoy games on them, but if it's a choice between a curved screen and a flat screen, both of which have YPbPr inputs, curved screen all the way.

Basically none of this applies to PC CRTs, where much more attention was paid to geometry, and as a result they cost a lot more at the time -- Linearity matters a lot more when displaying a computer program than when watching the nightly news.
