What happends was a French fan toying around with Unreal engine, trying to make it work with unrelated project. Eventually he decided that hey, let's do for kicks The Great Wall from TR2. And over time it gained enough traction to turn into a full-fledged remake of the entire level...
... to which Squenix send their legal team with cease and desist, basically telling the guy that if he continues doing just about anything more, they are going to sue his ass for copyright infringement.
THEN they released the "20th anniversary" Tomb Raider game, which was a shitty remaster for Rise, rather than actual, Core-era games of any kind, because they don't give a flying fuck, but in the same time are Squenix, the company that literally exists to sit on a vast library of copyrights and simply have them.
So the guy finished his demo and that's how the story wraps.

PS1 has a lot of little things that differentiate it like more varied music I believe, different colored water, and darker lighting, although the PC has its advantages too, such as saving anywhere, higher framerate, geometry that doesn't constantly warp whenever you move the camera, and an expansion pack (although you don't need Tomb Raider to play it).

If he wants the best possible experience, it would have to be on PC. Higher framerates, better sound quality, less input lag, and no texture warping.

Only reason he would play it on PS1 is to revisit his nostalgia for it, which if he's playing it for the first time, then he has none, so there's virtually no reason for him to play it on console.

The PC version with modernisation patches is always the best option. For TR1 in particular you can use the automated patch, which introduces all the PS1 music and replaces the FMVs, though I'd recommend you pick the PS1 FMVs over the AI upscaled ones because the latter is just a mess of blur.
