Mario is Italian but in fact Charles Marinet, his voice actor, his French. So it's a Frenchmen doing an exaggerated Italian accent. I think this contributes to the strangeness of some of the line delivery and consequent confusion as to what Mario was saying. Martinet clearly has been nothing but 100% successful at his job though, the reception from Nintendo and the general consumers and popular culture of Mario seems to be exclusively positive, even if a few people on this thread maybe think he's a bad actor or does a bad accent or whatever.
