My wish list:

Daytona USA - unlikely since it's been memed to high hell as a bad port despite playing infinitely better than Championship Edition and 2001
Virtua Fighter 1 and 2 - 2 is very likely, 1 probably wouldn't be included since it was embarrassing for Sega at the time
NiGHTS into Dreams - absolutely a given, great game
Sega Rally - ditto
Virtua Cop 1 and 2 - again 2 is what'll probably make the cut, and I have no problems with that, it's a lot better than 1
Virtual On - popular release, fun in short bursts
Panzer Dragoon 1, 2, and 3 - these HAVE to be on the Saturn mini, all three. It wouldn't surprise me if 1 is omitted though since it was ported to Nintendo Switch
Burning Rangers - popular release, fun, iconic

The problem with the Dreamcast is the PowerVR chipset. The technology used is patented and they protect those patents. You'd have to high level emulate it to stay clear of the no-no stuff and so your mini-DC emulation will be nullDC tier.
