It doesn't have to be 100% library perfection, just the 10 games or so it would have out of the box. Even then, no one actually played Sega Saturn so they can get away with emu glitches.

Virtua Cop 1 and 2 - again 2 is what'll probably make the cut, and I have no problems with that, it's a lot better than 1
Virtual On - popular release, fun in short bursts
Panzer Dragoon 1, 2, and 3 - these HAVE to be on the Saturn mini, all three. It wouldn't surprise me if 1 is omitted though since it was ported to Nintendo Switch

Also I never have much of a problem emulating Saturn games themselves, it's just that Yabause's input wrapper is a piece of shit that hates when opposite directions are pressed too quickly or frequently in succession.

The problem with the Dreamcast is the PowerVR chipset. The technology used is patented and they protect those patents. You'd have to high level emulate it to stay clear of the no-no stuff and so your mini-DC emulation will be nullDC tier.
