Not make a collectathon, instead make it like what Nintendo would later do with 3D World : a level-based three dimensional platformer, something that pretty much plays like DKC but with another axis. They could have gone after Crash Bandicoot's place at the time as the definitive traditional level-based 3D platformer, as an alternative to the Mario 64 / Banjo-style games.

Nah, there's a hack that already kind of does this by letting you switch out kongs anywhere and while it takes out much of the tedium it turns out the game is still shit regardless.
In fact it really demonstrates just how shallow the game is without having to waste 80% of your time backtracking to a tag barrel.

I'd get rid of the tag barrel, or at least make it something the kongs just whip out when they want to switch and I'd give the player the ability to switch kongs from the pause menu. Imagine the Tag Barrel menu with the kongs being selectable with the analog stick and then having the C buttons direct other pause menu funtionality like C-up being totals, C-left being save, and C-right being exit level. This change cuts out a lot of the backtracking and allows the player to pick up any collectables they see as soon as they see them. I'd also make more use of the expansion pak. As far as I'm aware the only reason DK64 needs the expansion pak is to prevent an automatic crash on boot-up with no other enhancements to the gameplay. I'd change that shit quick. First off, I'd get the damn thing programmed right. No other N64 game had this issue to my knowledge and Rare had been making N64 titles on the hardware for a few years at that point. There's no reason the bug should exist and by fixing it the game could probably make better use of the expansion pak. I would use the resources provided by the pack to keep a steady 60 frames or 30 at the very least. DK64 likes to dip in frames a lot which I believe to be part of the reason it didn't age so well because the framerate simply makes it feel dated. Mario 64 still feels buttery smooth to this day (I should know because I played it all day yesterday and got 98/120 stars that day) because it rarely dropped frames. A steady framerate would also help to remedy the constant pausing the player would need to be doing if my pause menu kong switching idea is implemented. Another thing you could implement is having 2 kongs out at once. In DKC 1, 2, and 3, you had 2 kongs, be it DK and Diddy, Diddy and Dixie, or Dixie and Kiddy. Having 2 kongs out at a time in 64 would allow you to pick up both kong's collectables meaning the flow of gameplay won't be as broken up by switching.

DK64 was well-received at the time and it's really only in the last <5 years that it became "downvoted" (as if public opinion is one big Reddit thread, so to speak).

DK64 is still a well-made game and zoomies who have never played it should shut up and stop making gay YouTube videos about stuff they don't know about.

I was too young for SNES and DK Country games, but perfect age for N64 and thus, DK 64. And I have to say the SNES seemed really ancient at that time. 2D seemed to old fashioned and the flat controller with no rumble just looked odd.

Plus remember DK Country as a series was pretty late out on SNES. December 96 is as late as mainstream SNES games get, really.

Some periods of time are quicker than others. Was it Lenin who said "weeks can pass in decades, and then decades can pass in weeks"? That is what happened between 1995 and 1999 technology-wise
