Alias/PA allowed to either use just a reflection map to save on render time, fully raytraced reflections or a combination of the map and raytracing.
So it was probably done to save time, since those were rendered at print resolutions. Just a guess, idk.

If nintendo "had the technology" they would have designed the levels completely differently, the minimalist abstract visuals of mario 64 informed the game design.

If your argument is "imagine if nintendo could make the game to look like these renders", well, IDK, maybe, rumor is that they're working on a remake for mario 64 for the switch, that might look a bit like that.

PCs can do real time ray tracing now. Pic is real-time visuals on an RTX card with Unreal Engine.

We easily passed that years ago. Early pre-renders are essentially just high-poly models with low detail textures, bump mapping, and unnatural lighting. Resolution aside, if you nerfed the the lighting and texture mapping on a PS3 launch title, you'd have this exact look.

That looks so bad. It's too clean and perfect which gives the whole thing an uncanny feel. It's the same feeling I get when I see RDJ in the Iron Man suit. CGI has definitely improved since the 90s but good art design has been dead for over a decade.

Try it yourself. Open Blender and make a model using gouraud shading with no texture map. For surfaces that shouldn't look perfectly smooth, bump map the shit out of them. That will be your primary "texturing" method.
If you absolutely have to use a texture, use some N64 tier shit.
