Some part of me sees why somebody might want to slab a sealed game that they're never going to open anyway, turning it into some sort of protected display piece. Granted, that is nothing I would ever do. But grading and slabbing a fucking loose cartridge? That's just plain fucking silly. It's like marrying a whore - the thing's already been passed around, beat up, used, and isn't even fully intact anymore, so just fuck around with it a bit and have some fun, but don't put the used up thing on a pedestal and glorify it like it still has some meaningful, lasting value worthy of protection and preservation.

I understand grading as a concept and can see the value of it for sealed games and to a lesser degree CIB games, but loose carts? I guess I'm old fashioned, but a bare cart (unless it was only ever distributed as a bare cart) has such diminished collector value relative to new and CIB that it makes no sense to grade, especially when in as poor of a condition as OP's example. Grading a loose cart just smells of "see, I'm a real big time collector, too."
