Because there was already a kid from Zeal who "accidentally" got sent time-travelling when the Black Omen was destroyed, and that kid didn't lose his magic unlike everyone left in 12000 BC, but instead became a magic-based overlord in 600 AD. Crono was probably too little when it happened to know any magic, so his powers were initially very raw in comparison to that person's, which allowed him to be adopted and live a happy life as a normal kid. Magic wasn't "around" anymore after the Black Omen went down, so a human with magic has to be from that time or before.

I would have to say the mom from Pokemon Crystal. Growing up and even now, my mother hasn't always been around for me. I've mostly grown up with just my father. So when I was young it used to make me happy whenever "my mom" would call me in Pokemon, telling me she bought me a gift (even if it was with my own money) or just to check on me on how I was doing. Sometimes I would even call her to say "hello".
