Not having the dash from the start is pretty goofy, but the game as a whole is pretty good and probably in the upper echelon of Mega Man games. It isn't really a MM2 situation where it has some obvious flaws holding it back compared to the later entries, but gets praised to high heaven for iconography.

The triviality of acquiring dash (technically it's "optional" until you do Penguin) and the fact that X Buster upgrade is also mandatory is my only criticism. They should have made formal ways to complete the game with neither, i.e. not abusing passwords.

X1 is fucking amazing. Really, if you started off with the dash and the levels all took advantage of it, the game would be perfect. The levels really start to shine at Sigma's Palace, but by then you're almost done. Shit like Boomer Kuwanger's stage is a cocktease when you have that elevator that slows the fuck down just in case you don't have the dash. I think X2 or X3 actually reuses that gimmick but with your dash in mind.

It's unfortunate that the X series starts off so strong out of the gate, but is ultimately probably the worst overall Mega Man series.
