I honestly think Dreamcast is WAY overrated.
It had a couple of good exclusives but nothing to get excited about.
Probably the only one that was ground-breaking at the time was shenmue.

I think for alot of people its a mix of nostalgia and giving into the hype back in the day and its stuck with them.

I can't think of any console that isn't overrated except the N64. That thing deserves every bit of praise it gets. Those graphics in 1996 were mind-blowing, even when you owned a PC. The games still hold up too, unlike the jank as fuck third world 3D the PS1 and Saturn were cranking out. I don't know how anybody could look at even the most impressive 3D PS1 game and tell me the graphics were better than Super Mario 64, a fucking launch title. Late-cycle titles like Majora's Mask and Conker often looked on par with early Dreamcast and PS2 games, and this was on a system with effectively no load times and no optical media -- one that was built like an absolute brick, supported 4 players out of the box, and could save most games without even needing a memory card. This thing was an amazing device for 1996 and is still a joy to play today.

But what I mean is that PS1 has a larger percentage of really bad games, more than any other system I've played. Even Game Boy's worst shovelware is more playable than some of the worst I've tried on PS1. Probably only systems like Amiga CD32 or Phillips CDi have shovelware as bad as PS1. Unplayable-tier territory. It's understandable because mainstream 3D for home systems was in an early stage and many devs couldn't figure shit, but Sony really let a lot of shit get commercialized, their filter was a bit too loose, really.
I like the PS1, has a lot of games I love, but when I see how some people remember it so fondly, it only makes me remember the irritating times I've had with it with some really bad game, or when its disc drive stopped working merely a year after I got the system (common issue with fat models). It's the home system that gave me the most trouble in general, of the ones I had. For the record, also had Saturn and N64. Saturn, it was hard to find games for it in my city, but it still works to this day.

The problem with the Genesis was it's focus on arcade-type games or conversions/remakes. It was an extremely smart move for the time, but it was not a long-term smart move. Full 360 view point with complete control over where you can see at any given time. This itself makes it way better than Starfox which in contrast feels like you're wearing a straight jacket. There's also a big problem in Starfox where your ship sorta covers the screen too much and often cover sup enemies. Panzer doesn't have that issue.
