Their basic spells are enough to heal and do some damage early in the game, ultimately they both get access to espers to learn spells so it doesn't matter much. Runic can be helpful with the amount of magic user you fight, but it also stops your own spell if timed incorrectly; I find casting healing spells a much simple and more effective way to play defensively. Meanwhile, Terra's Morph is incredibly strong while Celes gets no offensive advantage. I think Terra wins in this regard.

Terra's status as a half-human, half-esper is not only unique but quintessentially fantasy. Her quest for love as an orphan is interesting, as is its resolution. Celes's story isn't bad either, but it starts similarly as Terra's (not knowing love) yet ends in a more cliché way (finding romantic love) and doesn't use any fantasy element in a fantasy game. I think Terra wins here too.

Terra has adopted children, which gives her a certain motherly appeal despite being a virgin. She has literally never fallen in love or crushed on anyone before. Despite being really strong, she's rather meek and submissive. She can also transform into an esper for kinky bestial sex. Celes is already in love with Locke. She's also a lot more independent, which is great for her but not so great when you're trying to dick her and she pushes you away (as she does to Edgar and originally to Locke). I think Terra wins again.

Never liked either of these chicks to be honest. Maybe it was the weak translation but Terra had no personality and I never saw what anyone sees in Celes since she gets rescued by Locke and then is just along for the ride. Considering she had a personal former stake in the empire you'd think they'd use her more to learn about it and infiltrate but she really doesn't contribute much of anything. FF3/6 would've benefited from cutting some of the weaker characters like Gau and Relm and focused more on the main ones.
