Being able to cheese all the enemies doesn't stop them from being imbalanced.
Now they're all piss easy and boring. I can't think of any aoe magic attack the enemy does that actually did more than 200 damage.

Enemies like that are cool. Random unexpected challenge that rewards you with a good item. Meanwhile the shitshow that has a MC who rhymes with farts has this useless cunt.

They're cool when they're in an optional area you can visit later like you have in pic related.
And in FF5 your player has multiple ways to counterattack the enemy and know their weakness. Like for example in the final dungeon with the Behemoths, they can use Meteo which is game over, but they will never use it unless you use a specific move (magic attacks I think) This is how you design tough enemies.
Death Riders in OP's pic are common enemies that appear in the required final dungeon in the game. And it's not just Death Riders, certain Wolves in the overworld, Vampire ladies that appear in one of the emperor's required dungeons also deal retarded gravity damage out of no where. Only "counter" is evasion something you would never learn to do in a blind playthrough (not equipping good armor) and that's retarded. Makes a blind casual play through of this game legit painful.
And once you actually do have good evasion, the game becomes so trivial it's not even worth it. The main problem with this game is that there is no good in-between enemies, Just stupid cheap gravity damage or confusion, that's the only "challenge". Everything other than that can't even touch you, enemy magic attacks do nothing in comparison, there is no balance.
Only boss that's actually threatening in FF2 was Asteroth and the final boss, because they're the only ones that deal gravity damage with their physical attacks, but again they might not actually do physical attacks at all but use spells instead that do less than a tenth of their physical attack.
And on the topic of evasion, the Mysidian Tower was painful because of the imps that can confuse you. I think it's nearly impossible to survive this without knowing how to increase your evasion, especially since the imps appear in plentiful numbers in that dungeon.
I love everything else about FF2, the level up system aside from evasion, the music, and story, it would be one of my favorites if the enemies were better balanced.
