There are basically no JRPGs that are truly 'hidden gems', the vast majority of the genre is garbage and the only people sieving through it to find more to play are absolutely obsessed people who are able to stomach the poor standard of gameplay that is systemic to it in order to play another game where they can repetitively level up their pawns to feel like they are making characters more powerful that they become attached to through this. As a whole, the 'connoisseurs' who are willing to opine on the obscure corners of the genre are the worst people to get recommendations from and have the lowest standards, the reverse of fanatics of most other genres, and all the best games worth your time are reasonably well known.

There are always more relatively obscure JRPGs that are worth checking out. Though it might change depending on what you define as more obscure, take SaGa series for instance, I think most people familiar with JRPGs have heard about it but it's still relatively unknown to English speaking audiences for a very long time so I would count it. Live A Live is another game that really only gets mention now because its a game we never got back in the day, same for Seiken Densetsu 3. But by all means, if you wanna be a fucking close minded asshole and not look for anything new to try out, just don't bother with anything else besides fucking Chrono Trigger(which is an amazing game btw) and FF7(not as good as Chrono Trigger)

What people usually call "hidden gems" are essentially just games that weren't initially released in the west, s.a. Treasure of the Rudras, Live a Live, FF5 (that one is more known than the other games, people still tend to skip it, though), Seiken Densetsu 3, Romancing SaGa 3, Romancing SaGa 2, Romancing SaGa 1, Bahamut Lagoon, etc. They're all really great and I highly recommend playing through them

pretty much everyone can agree on 9/10 in some scale of hotness, but that last point to 10 has more to do with the individual's preference than anything else.

at this point, all the games within the library are documented, so the entire notion of literally being hidden has evaporated. All we're left with is lesser known, and things are generally lesser known because they don't appeal to a broader base.

Seiken Densetsu 3 has great gameplay, and is immensely fun to play through with a variety of classes and characters to choose from that make playing the game several times over fun, sorry you couldn't enjoy it.

I'll give you Chrono Trigger but definitely not FF7, there are tons of 5th gen JRPGs that could be easily preferable to FF7 in terms of story and presentation.
I'm not even sure what you're trying to get at with the rest of your post, there are plenty of JRPGs with rock solid gameplay anyway, one of my favorites of the 5th gen is Parasite Eve.

Is there another retranslation for Breath of Fire 2 than the one by Ryusui that does not have those stupid 'enhancements' like the menu background? Basically just a patch with a pure translation.

At this point the snes era has become so iconic to jrpgs that it's really hard to find ones that haven't become very popular. The only ones I can even think of that are remotely "obscure" would be Lufia, the Dragon Quest games (in America at least), Breath of Fire, Romancing Saga, and the SMT games, maybe any of the FF games before 6 since people only tend to get autistic for anything 6 onwards.
Also no not Mystic Quest, that game is literal baby shit, both in gameplay and story, literally just play ff1 at that point, at least the gameplay is a little more engaging.

I haven't played 3. 2's battle system is pretty similar to 1 but everything else is improved. Party members have more dialogues, are more fleshed out and have their own story arcs. The story and the world is more interesting. There's some cool unique mechanics like fusions (works differently than the fusions in 1) and building your own town through the game.
