Think about it this way. The PSX holds a mere 128KB of data, even in the 90s that was practically nothing. Each block was 8KB, and when it comes to things like RPGs and such you would have to do tremendous amounts of in-game data compression to keep the block count down. For example, Final Fantasy 7's main story progress is tracked by a single variable. In games with content such as elaborate stats, customizable weapons, completionist bait like bestiaries, and so on, the amount of blocks can quickly climb up. Vagrant Story takes up three blocks and has to do a lot of shenanigans with its inventory management to keep it within that.

Also the game only took up 2 blocks per savefile.

You need to bob and weave in combat. Walk at enemies already swinging, as soon as you connect back off. The shield provides a flat defensive bonus.

Bait enemy attacks, dodge them, then either strike the enemy before they recover or circle around them. Enemies typically have a fairly long recovery time after an attack, and they are briefly stunned after you land a blow, so you can land a hit and then get back outside of their range before they retaliate.
