Let's say I really want to play Final Fantasy VI, and I'm hell-bent on playing the PC version for the purposes of this post.

Both the GBA port and the original US SNES release are censored. For instance, the intro scene of Celes in the GBA version doesn't show her getting beaten down by guards.
The PSX version uses the uncensored japanese sprites, which means you get to see Siren's butt, but it comes at the cost of horrendous loading times.
The base PC version is awful but you can make it good with mods and it features the additional content included in the GBA port. It's still censored though.

In the end, it's just about picking your poison.

I've been where you were.

For the original experience in english it's Ted Woolsey Uncensored Edition, GBA has too many compromises to art/sound fidelity even with patches. No the extra content isn't worth it.

The Steam version has botched art, period. Character sprites are all fucked, colors are too bright in towns, the screen ratio is crunched like GBA. Mods CAN reduce the damage done + you can have a custom OST which is very nice and classic sprites help a lot, you can even curate something similar to a decent looking remaster ala Arte Piaza's Dragon Quest/Romancing Saga ports but to my knowledge you need to put in at MINIMUM a few hours to learn how to customize what specific mods you want. Classic, Hybrid and AWR packs available in Atma Weapon are just other pre-made packs that try their best but none of them go far enough imo.
The link you posted will teach you what you need to know but I had to go even further, take other people's mods and gut them to put them into mine for decent looking UI icons without janky borders.

T-Edition retains the art, adds in GBA's script and adds GBA content and way, way, WAY more. If you're already playing on PC you may as well roll T-Edition.

This. For me, T-Edition is the definitive version of FF6. It's an SSS-tier romhack that stays faithful to the original, literally perfect. It's the Bokuno hack of Final Fantasy. I love how a bunch of stuff from other FF and SaGa games was added to it, I love the costumes which essentially are different classes for the characters, I love the new dungeons (especially the crystal tower), love the new bosses (EX bosses s.a. Mateus were great, Ultima and Bahamut were also really good), etc.

And arguably Dr. Meat's relocalization project, though as far as I know it essentially does the same thing as Woolsey Uncensored except more emphasis on Tom Slattery's GBA script: https://www.romhacking.net/hacks/2247/

Frankly, I have no idea how Rodimus Primal is so popular, his relocalization hacks have all been outdone by other people. Yes, J2Evisceration is still better than Namingway Edition, which cannot be a 100% restoration.

Dr. Meat's patch seems to be the lesser of the three if the reviews saying that it doesn't work on legit hardware are right, but it is still pretty telling that Rodimus Primal felt so threatened by hairy_hen's version that he ripped it off in a later update, what a totally petty feeble move.

That's describing the Dr. Meat relocalization. The hairy_hen translation is at least focused on a professional translator, Clyde Mandelin aka Tomato of Mother 3 fame, along with original work for the rest of the text. Rodimus is probably in between the two in terms of quality since it's updated in response to the hairy_hen translation to reference multiple fan-translations as a source, but I have a feeling he just used whatever personally sounded better to him instead of prioritizing accuracy.

You could play it with pretty much any other emulator, it's just that it's a japanese romhack and the translation of it is a lua script. So you need an emulator that can run lua scripts. snes9x-rr can definitely do that, maybe other emulators s.a. BizHawk could too, since I remember them also having an option for lua scripting, but I haven't tried it out yet.
