I want to build a cheap PC to play PCE/SNES/GENESIS games
should I buy a raspberry pi or i3 + linux?

You can play those games on anything.

If you buy a pi kit and flash the SD with retropie you can get all necessary components (pi, 32GB SD card, HDMI cable etc) for like $60-80 and it's basically no effort.

If you can score a really cheap linux laptop you can just install emulationstation or retroarch yourself for basically no effort.

If it's only those systems you can really use almost anything unless you're digging up old DOS computers from a landfill or something.

I know 4chan says "x is a meme" about a lot of things, but in this case raspi's are literally a meme. Their goal is to be general open hobbyist platform small enough to put in a lot of embedded applications, but still be accessible for beginners. Your goal isn't smol and embedded, your goal is cheap, and I assume you want as many platforms as possible for the dollar. Ya, that's a used off lease office PC, one of those $100-$200 Dell towers.

The main advantage of getting a Pi over a used PC would be the lower power consumption, and that it runs with passive cooling.

I was happily playing SNES games on my pentium 100 MHz back in the day, so even the cheapest available used PC you can buy should work fine.

Get a free shitty computer from a charity or a thrift store for dirt cheap. A PC with 128MB of RAM and a 350mhz processor is going to be able to rock PC Engine, Super Nintendo, and Genesis just fine, as in accurately, or at least enough in the case of SNES. SNES really got perfected within the last few years.

I never heard of anyone recommending i3 for emulation. It's always standard desktop environments like KDE or Gnome or "lightweight" stuff like LXDE.
The main appeal of i3 is tiling which feels pointless for emulation.

You need to start over because you messed something up. 100:1 you loaded entire ROM sets too. Don't do that, the Wii can't handle it.

Don't use the filters, just use a CRT, that's your filter. Now you have that extra ass behind the processing to get your precious 60fps.

Get a 3200G or 3400G. Ordinary Ryzen don't come with a GPU.
If you want intel you might as well get a Pentium Gold or Celeron.

But in this context i3 refers to a window manager for X11, not intel's Core i3 brand of CPUs.
