Dave Perry is irish. The game was made in America, but that'd mean that Sonic 2 and Sonic 3 also count as american games since Yuji Naka and his team were in USA developing it.
But anyway, in general, the best non-japanese platformer is either DKC1 or DKC2, I don't think I can think of better platformers than those when it comes to non-japanese developed ones. Miyamoto advised Rare though, but I still believe the game is 100% western.

It was made *in* STI's buildings, but most of the staff were japanese Sonic Team members, Naka coded stuff too,he wasn't just a supervisor.
There were a few american guys who helped with coding, but they were a real minority between all the japanese guys. Most of the american staff were actually in charge of coming up with the themes for the different zones, researching what would be best for american audiences.
I also remember reading Mike Cerny as being one of the guys who helped the Sonic Team with some computer coding, but I don't really remember his name on the game credits, maybe he was uncredited, dunno.
Sonic 3 was basically the same, made in USA, but with a majority of japanese programmers. The main difference was that the music was mostly done by american people (the famous "michael jackson crew") and Jun Senoue, instead of Masato Nakamura like in Sonic 2.
