The engine itself, while functional, is fairly old; it was made in 1999 and it more or less was meant to emulate 'second generation' fighting games like SF2 or Fighter's History. It could sort of do 'third generation' like SF3 or Garou, but the characters become increasingly reliant on tricks and helper exploits going past that. And the characters can only play as well as the programmers can make them. A good chunk of them are playable, but a lot of them are messes, and some are just mild Kung Fu Man clones like Warner's characters.
