SoA was ignoring the jap-core audience and Sony capitalised on that, and import shops became more common as a result. The Saturn was at the end of its rope because SoA seemed opposed to localizing popular Japanese series, including first party titles like Sakura Taisen. Stolar gets the appropriate level of hatred for his inconsiderate direction of the company.

Them Saturn haters gone learn. Bernie robbed us from a lot of good things that was suppose to happen for the Saturn making that damn statement. That "Saturn is not the future" quote came from a guy who was former president of Sony of America. Sega fucked up hiring him from the start. Communication between SOA and SOJ was sour by then.
Sega of Japan: "let's put out the Saturn now in 1994!"
Sega of America: "but we're trying to push out Genesis add-on #2 (Sega 32X)".

I would've been happy to see those 34 32X games on the Saturn instead.

Yes and no. It's more that some source material suited itself better to the Saturn's software codecs than the PS1's MJPEG. And as always the amount of effort the developer put into encoding the videos and how much space is allotted for them on the disc seriously matters.

Cinepak get's a really bad reputation but with the right effort you can get decent results:

I'm aware, but at the time I was a Sega Saturn owner and I was looking forward to Resident Evil 2 being released on it. Then Bernie fucked it up for us Saturn owners. Which forced me to buy a PS1 to play RE2. Either way from what I've seen, RE2 had better textures and higher resolution on the Sega Saturn.

The Saturn port was only planned for what is now RE 1.5 and there aren't even any screenshots of it. Given the state of the RE1 port I'm gonna have to guess it wouldn't've turned out like that.

There's really no reason why the Saturn shouldn't have been able to handle a 1:1 port of the Resident Evil games. Drawing Polygons over 2D Backgrounds is pretty much what it's made to do with the VDP1 + VDP2 set up. VDP2 can even set priorities for certain parts of a background layer so 1 layer can at the same time be drawn over top of and underneath of VDP1 objects. Deep Fear actually does this last I checked.
