It says down. Down her shirt. If the shirt is big enough (which it sounds like a button-up or something similar), she could in theory step into it under her shirt, and then she would pull it up onto her shoulders, which places the dress under the shirt still, making it easy to undo it, leaving the dress.

The visual the text is going for is a reveal, only accomplished by removing clothing. Trying to put on a dress over heavier clothing would be very difficult, but doing it underneath would not be too difficult, and you would actually be able to zip it up underneath, which it sounds like she does based on the text, prior to undoing the shirt.

Not him but you said timelines... that's not the same as the different eras the game takes place in. As far as Chrono Trigger is concerned you're only playing on one timeline that's constantly changing as the heroes go about their mission, culminating in the death of Lavos and the birth of a new future. As far as THAT particular future is concerned, it doesn't matter when you kill Lavos.

Letting the Black Omen sit in the sky for millenia would probably (definitely) fuck with how the world proceeds if not eliminated in the Dark Ages/Antiquity but CT doesn't concern itself with that. Barely anything changes in the Middle Ages and Present after the B.O. appears.
