NTSC TVs do 60hz
PAL TVs do 50hz
both are over 24fps, most 8 & 16 bit era games are 60fps (except pal games which ran at 50)

Movies and TV shows are filmed in 24fps

24fps is the minimum framerate for the brain to be fooled into thinking it's looking at fluid motion. It's slightly less of a concern than when movies were filmed on reel, but moving up to 30fps would increase film usage/file size by 25% which would cost a ton for relatively little return (the average viewer wouldn't care enough). 24fps is used to save money.

The difference is that movie frames become blurred during high motion shots. This allows the brain to basically fill in the gaps. Games however draw frames perfectly crisp, so that motion blur isn't there to fill things in and it looks choppy.
