Way of The Warrior hands down.
I was a fan of White Zombie, and like most kids at the time, I thought digitized sprites and MK-like violence was truly next gen gaming come to life. Even my biases couldn't save that miserable pile of shit.

As far as something I've found in the wild, and actually tried I'll say Blood Warrior. A bizarre Japan-produced MK clone. They all do the same 3 fatalities (enemy explodes, enemy's head turns into red blob, enemy's upper half explodes). It's just really gnarly with some decent production qualities mixed with garbage.

What the fuck happened to DBZ games in 5th gen?
After a few clunky attempts, they finally got some solid games with Super Butoden 2, Super Butoden 3 and Hyper Dimension.
Then they dropped the ball HARD with Shin Butoden, Ultimate Battle 22 and Final Bout. 3 games, all 3 of them abysmal.
Hyper Dimension came out in 1996, too. It could have been released in 5th gen systems.
It's a mystery to me.
At least we got DBZ Legends.

Does Wrestling games count too? I never was a fan of the regular fighting games. The worst of this kind probably was the usual suspect of Rise of the Robots.

But when talking about westling games probably Zen Nihon Joshi Pro Wrestling: Queen of Queens for the PC-FX (All Japan Women Pro Wrestling: Queen of Queens) was the worst. Who in his right mind would get the idea that a fighting game only consisting of short FMV clips was a good idea?

There was a SNES fighter game I remember playing as a kid. The story went that a Goddess had a bunch of warriors and one went rogue and had to fight every other warrior. Presumably you fought the Goddess at the end but I never got to that point. The controls were pretty shitty. Your special move was like a filled power bar plus holding down some keys. At the time Street Fighter, Mortal Kombat, Tekken and Virtua were in the arcades but this was a pretty shitty 2d game. Felt like an Amiga PC game for the SNES it was so bad. They came out with Killer Instinct like right after this too. Wish I could remember the name of it

I remember playing, beating and even enjoying the Mega Drive version, though not Street Fighter, the controls didn't seem to have bothered me much at all. Granted, about two decades I did this, but still.
And yeah, that very "Europian" cinematic presentation actually makes it pretty unique in the genre. Definitely not warranted for a campaign bent on destroying every remaining copy because of "how shit it was".
