The way they redesigned Robotnik for the US always confused me. Sonic's was slight enough to where he didn't look too different from the in-game art. But Robotnik's was like a complete overhaul, giving him a weird cone head. And then for whatever reason they redesigned him again for the SatAM show and the comics, there he just looks like an abomination.
Long John Baldry's performance alone makes cone head one of my favorite incarnations of the character

Well, for starters, AOSTH isn't part of the games' continuity.
Second, Scratch and Grounder are based on badniks: Scratch is loosely based on a Cluck while Grounder is a Grounder (the robots from Sonic 2). When they and Coconuts showed up in post-reboot Archie, they were even redesigned to more closely to the badniks they took cues from.
And lastly, they have personalities because they're primary villains in a children's cartoon/Puyo-Puyo localization. They kinda need them.

One of the most infamous localizations I've ever seen. On top of what >>6258941 said (the route was translated and everything but the flags for triggering it were removed), I'd say the actual most notable part is that the game was "Americanized" by changing the entire cast of Japanese people to white and black people, with "American" versions of Japanese names and locations. The original Japanese version was eventually released on PSP, but that doesn't stop a lot of the names from being carried over into Persona 2, which had an even more confusing localization considering they only released the 2nd one on PS1, and when they ported them to PSP America only got the 1st one. So now the 1st game has all the correct names, but the sequel retains some Persona 1 names for returning characters. It's a mess.
