To be honest Baulder's Gate 1 &2, Icewind Dale 1 & 2, Fallout 1 & 2 and Planescape Torment are top tier and probably always will be. Other games are decent (like some of the Ultima games), many are boring (like Neverwinter Nights in my opinion). For me the extremely in depth world building and story were what made the top tier games so good. Few developers were ever able to match them in quality of story and gameplay.

Can't say I have a favourite... They tend to have their own strengths, and there isn't a 'holy grail' that combines the best of all.

I do pine for the excellent sense of world-immersion that Ultima 7 provided, even if the combat was meh and character customization null. Similar thing for the Underworld games... I love them, even though a lot of the skills were useless.

The entire base campaign works off this formula:
>go to these four areas in a small locale and collect items from them
>hand them to your handler
>do the chapter's epilogue
>repeat until game is beaten
It has a few fun quests about it (most notably the trial in Chapter 2), but ultimately it's a rather boring RPG, although a lot of people still waifu Lady Aribeth.
Shadows of Undrentide / Hordes of the Underdark are solid RPG campaigns.
However, as another anon points out, NWN is the best with its custom campaigns, like Swordflight, Aielund Saga, A Dance with Rogues, etc. It's just a phenomenal vehicle for creativity.

I really like Realmz which was a simple playable tile based DnD scenario engine.

I found it worked great for low-intermediate leveled characters. The high level scenarios where the creators got a super monster boner really expose the game breaking mechanics of DnD for and against the player.

Even late game Baulders Gate, I think the characters tend to blend together mechanically.

A Dance with Rogues is a very competently made module specifically for roleplaying a rogue. It's also a porn module, true, but the rogue-oriented challenges in it are excellent.

M&M turned into baby's first RPG series. You can try starting with 3 or 4+5 and later move on to 1 once you're used to the genre.
After that you can work your way through Wizardry, starting with 5 or the Japanese entries before attempting 1-3 with Wizardry 4 as the ultimate challenge.

Hard question to answer
The implementation of AD&D rules is superb and character building is a joy
The game engine is dated but the 3D models have a certain charm that more modern games lack
The interface and controls are nothing short of perfection, but it's the kind of great design you don't really realise is great until you play something that isn't as well designed... Like NWN2, which is disgusting and wrong.
The original musical compositions for the first game and it's official expansions are godlike, arguably the best orchestra music written for a videogame.

So that's the game engine but as other anon said, the quality of modules varies. I happen to like the original quest. But compared to other CRPGs, especially Baldurs Gate, it's pitifully limited and linear. Sadly, almost all modules are like that but many are enjoyable

I can't remember the names but there's a really fucking chilling horror one- not Davenport, but there's a Ravenloft module I've played that was great also.

Best of all was a module that translated Zelda gameplay into the NWN engine. You defended a village that you could slowly build up with townsfolk and your own mansion. Skills like spot and listen helped detect hidden collectables.

It's all out there for you to find, just don't be surprised when 99% of content is white.

I love pretty much almost all of the modern Ultimas (6,7,7.5,8) and the spin-offs (SE, MD).

But my personal favorite is Martian Dreams. The story, world, interactivity, background is just so outlandishly unique and awesome, even to this fucking day.

It's great and has everything. Time travel, crazy science, fucking Tesla, killer green men, etc.

In terms of moddability? Yes. In terms of the campaign? Dear god no. To quote a man who after 7 years doesn't know how to edit videos, in terms of writing NWN1's plot is one of the most truly boring, halfassed ones they've ever done. ME:A, for all of its failings and rehashes of ME1's plot, is a much deeper and better-presented script than this. NWN1 is the single most mediocre story in Bioware's catalog. But by the time you're done with it, you're left with two important pieces of knowledge

The first being you know how a campaign is structured, how the maps are bound together, how quest triggers work, and what the overall limitations of the engine are. You learn all of this because these things that are usually hidden are left completely transparent in NWN. The environments are angular, bigger, it's a game of hallways and doors. All the ways things hinge together, all the thresholds you cross to trigger conversations or traps, all of them are plain against the largely undecorated background. Conversation is even relegated to a small corner of the screen where once the words were given half the visual field, now they're simply another menu mode aside your inventory and character sheet. Dialouge is 'a' feature of 3rd Edition D&D but it's not the primary one. Quests as a result are primarily transactional, it's not who you know but what newly triggers that counts. BW for whatever reason decided to take half a decade of writing experience for the Forgotten realms and focus purely on the mechanical, far moreso than even Icewind Dale had ever bothered to do.

And then the second piece of important knowledge trickled down: the muted nonsense that there's got to be a way to do this better.

I'm just gonna post that UAP for Arcanum has been updated to 2.0. Here are the changes in the latest patch:

Now includes an optional "Race Mod" module.
[Race Mod] Orcs, Ogres and Dark Elves can now be selected during character creation.
[Race Mod] These three races now get unique reaction modifiers just like the other races.
[Race Mod] These races can now use unique DE, OG, OC markers for portraits and backgrounds.
[Race Mod] Various cut portraits from pre-release versions of the game have been assigned to these races.
[Race Mod] Added race based insults for Orcs, Ogres and Dark Elves.
[Race Mod] Orcs are given Barbarian Clothes during character creation, since they can't wear suits.
