The final fight with Kefka is built around the idea of him being divine and godlike as he has become the "God of Magic." The Statue of the Gods draws a lot of parallels with the Divine Comedy (which makes for a very Japanese pun as Kefka is a clown become god). Lowest tier is the Inferno (with a satanic figure trapped in the ground up to its waist), the middle tier is Purgatory and the top is Paradise (with a parody of Michelangelo's Pieta). After the Statue is dealt with, Kefka descents like a god from on high and is designed to look like Michelangelo's depiction of God on the Sistine Chapel's ceiling.

Well according to Ezekiel they sound humanoid and cover their faces with two wings, feet with two other and use the last two to fly. But they're often portrayed in art as just an eye surrounded by wings. Either way Seph's final form is a neat nod to them I think and a pretty cool design as angels in video games go.
