It's the previous inhabitants of Dinosaur Land, who had technology much more futuristic than is seen in places like the Mushroom Kingdom. Perhaps aliens like Tatanga, who were seen in the last Mario platformer to come out before Super Mario World, which of course was Super Mario Land.

In Mario 64, there are only two black spheres rolling at the bottom of the mountain in Bob-Omb Battlefield, but after you beat King Bob-Omb, there are three. You killed him, and his body rolls around at the bottom of the mountain forever.

I was going to comment and say most guys I've talked to on oil rigs stopped doing it after their early 30's but they said they lived like kings during that time. They treat you like gold when you are on the job site and people bend over backwards for you because you are the magical underwater welder who could die at any point in time. Remember that Mushroom Kingdom is pretty much backwater. When Bowser invades it with a fleet of basic airships, they are completely helpless. In contrast, rest of the world utilizes Power Moons to create modern and steampunk technology, like baloon-less airships of Hat Kingdom, electricity in Metro Kingdom (likely the setting of WarioWare games) and robots in Steam Gardens.

The only place more primitive than Mushroom Kingdom is probably the Donkey Kong Country, where they literally use bananas as currency - which is why it gets invaded by more technologically adept Kremlings.

Not all blocks. Bowser turned some subjects of the Mushroom Kingdom into objects, including blocks. Some blocks give you coins and other items. Other blocks do not. The ones that do not are regular blocks. The ones that give you things, and also happen to be unbreakable, are people. They're trying to help Mario, and also this was the devs' way of establishing that Mario doesn't actually kill any good guys, despite them being turned into blocks.

However, Goombas are also subjects of the Mushroom Kingdom who sided with Bowser when he invaded. Mario does kill plenty of them. The fact that they are from the Mushroom Kingdom is why they don't appear in SMB2 or SMW. Other enemies being called Goombas in SMW was a localization choice that fucked things up, and was corrected in 3D World, where both enemies appear.

Since SMW is in Dinosaur Land, there shouldn't be any Toads there anyway. If anything they'd be Dinosaurs. But IDK if there are any references to Bowser turning people into objects in that game anyway.
