Meanwhile, Gamecube, PS2 are almost silent after 20 years of operation... why do I have to tear down the dreamcast and grease the gdrom gears, or even go as far as to replace it with a gdemu, then replace the fan to make it bearable?

I never thought the Dreamcast was that loud because I was a cool kid who had the black Sports Edition console and they're much quieter than the white ones.
Later in life when I bought a white one I was like wtf there's something wrong with this.
Playing pretty much any game off a disc in any given console in current year is unsettlingly loud and obnoxious to me. Any chance I have to run console games from HDD or flash storage, I take.

1.0 Xboxes are bar none the loudest consoles I've ever heard. They had an active cooling fan on top of the GPU plus the already loud normal fan. They are actually unbearable. Plugging one in and hearing that racket for the first time was more than enough to get me to swap the heatsink for a passive one and change the main fan for a silent one.

My first course of action was to disassemble and clean everything. After the fans were cleaned and lubricated it did get a fair bit quieter but that tiny active GPU fan still whined way too much for comfort. There's a good reason they did away with those for passive heatsinks in all of the later console revisions.

That's just old consoles. I was kinda shocked when I hooked up a PS1, played some games from discs and the drive was loud as fuck. After a few years of playing games almost exclusively from HDDs and flash drives I legitimately forgot just how garbage optical media was. Dreamcast had notoriously loud GD-rom drives and that itty bitty fan is pretty annoying. GDEMU and Noctua fan upgrades are worth it though. It's just part of the Dreamcast experience in current year, if you value a quieter experience.

I own 4 dreamcasts, one of which I got on 9/9/99, 2 of which are used, 1 was one i took of my friend when he was moving. all 4 of them run perfectly, still play burned games with zero sega screen retrys (you know what im talking about) and maybe makes a couple clicks after i turn it on and get that soulful BEEP.

I noticed a couple of things:
1. your a palfag, this automatically makes me assume you not only treated your hardware like shit but actually were convinced it would have been a better solution to bitch about it on the internet instead of unscrewing a couple of screws and cleaning the thing.
2. your a europoor, i don't know what else you should expect from your poor 50hz ass country, but a quiet dreamcast is one of the last.

Dreamcast used GD-Rom which were larger discs and required fast spin up times to read more data.
