basically, ignorance. NEC didnt think realtime consumer-grade polygon rendering hardware was powerful enough to bother with. it also used a brand new RISC cpu no developer was familiar with (this was still the era when nearly every console game was coded in assembly, so this mattered). internal problems at NECs pc division diverted attention from the console. also strong competition from Sony and Sega. it was literally dead on arrival

NEC was an integral partner since Hudsons semiconductor division was fabless, NEC needed to do the manufacturing for them and for some twisted reason they also had a say in the design. They were both increasingly disinterested in the project, but mostly thanks to layers of bureaucracy, it actually made it to market

this was never a problem, except for a couple of games no one cares about that need very specific system cards (like altered beast). duos have system 3.0 built in, and the system+cd combos can just get a 3.0 card or an arcade card pro to solve.

or, just get a fucking everdrive. there are patched super system card images that work on it.

The PC Engine was basically just a one - hit wonder console. NEC and Hudson had no business designing video game consoles. They just saw that the Famicom was getting a bit long in the tooth and said "maybe someone should make a more powerful Famicom" which somehow completely blindsided Nintendo.

NEC really backed the idea that the PCFX would be an anime/ visual novel machine, because the PCE CDROM already had that reputation with gamers. I think NEC wanted to fill that niche market left behind from the PC98 and 3DO console in Japan. The real defining feature of the PCFX is that it can output some really clean looking video at 30 frames per second. But outside of that, it didn't have any polygon capabilities and it seemed to be kind of lackluster at delivering good 2D style games.

The resolution was probably some sort of compromise to achieve 30FPS video. This machine was developed in 1992. the 32bit hardware wasn't that bad. The PCFX does have an expansion bay in the machine that was meant for a 3D accelerator card. But it was never released because of the underwhelming sales of the system. In 1994 in Japan the Sega Saturn and Sony Playstation were being released to the market. Making the PC-FX look like a pretty bad value in comparison.
