When you torrent, you participate in an automated community all of who's IP addresses are shared with one another so it's a simple matter for anybody to get the IPs of anybody who's downloading a specific torrent and then they send a threatening cease & desist order to the ISP which under current law they're obligated to "act on". In the case of a small ISP like yours they can't afford to go to court so they actually hit you with serious repercussions. Big ISPs just send you this form email. No, although I was getting sick enough of receiving them (my count got up to 11, got two different ones about Tekken 7 - they even redirected me to a site where I had to click that I acknowledged the warning before I got internet access back) that I learned how to use JDownloader effectively though I still haven't decided which file hoster(s) I actually want to pay for access to if I want to at all. I personally don't use a VPN and just try to keep my internet activity within the realm of plausible legality but if someone is really worried about what they're up up to a VPN is definitely better than nothing. Hackers targeting VPNs are much more likely to be state-sponsored intelligence agencies looking for data of actual value not what video games some dork is downloading.

I just use i2p. It's like torrenting with a VPN built in. There are some ROM torrents available, and your ISP can't detect it. I've been using it for a while and haven't gotten a single notification from them.

Only downsides are it's a little slower and selection is a little more limited, but it's still increasing in popularity.
