It's difficult to say. It's more a matter of preference. Capcom fighting game mechanics vs SNK fighting game mechanics. The parry system vs the just defend system. There's no right answer.

Third Strike (3S) is more popular than Mark of the Wolves (MOTW) and thus is better in the sense that it's easier to find people to play against. But that doesn't mean the actual game is without its flaws. In terms of presentation, 3S is arguably higher quality yet sloppier, while MOTW is arguably lower quality yet more cohesive.

3S really could use a patch or update to fix the balance of the game. Little tweaks here and there would go a long way to make the game a helluva lot better.

I don't know enough about MOTW to have an informed opinion on its game mechanics. I've heard it isn't perfect either, but in what ways, I don't know.

I thought 3S came out in 2000 (and arbitrarily wouldn't be /vr/), but turns out it was 99 so it's good. I still prefer Garou though, 3S got less fun the better you were at it. I didn't like how the entire game focused on parries, and how you needed to do dumb shit like whiff normals to build meter. The balance sucked too.

FGC is still incredibly fractured across hard-ass geographic lines to this day. SNK have always been great for this. Look at Last Blade as well. Only two entries, both are fantastic, not a single flop in the series.
