The problem with KoFXIII's sprites is that the animations severly suffered because of the sprites. While the sprites are impressive as stills in motion it becomes apparent just how lacking in animation they are. SNK tried to hide this with particle effects and such but it just looks rather cheap.

I don't doubt they used his SFIII sprite as a base but he was obviously rebuilt to fit the SNK look/feel. The SF specific cast looks semi-unique because their aim with them was basically "what if SF2 was first released on the Neo in 2001 instead of the CPS1 in 91" with some exceptions like Chun Li behaving (and animating) much closer to her 3S self. The game probably could have turned out much closer to the CvSNK games in terms roster but they pretty much just shoved whatever they had out the door once Playmore got on its feet and got control again

You can't "sprite" over a 3D model. it doesn't work like that you fucking baboon

KOFXII/XIII don't use sprites. they use pixel art textures, essentially. sprites haven't been supported in hardware for multiple generations now. most of the time what you are seeing is pixel-art textures or other shading techniques designed to mimic the appearance of 2D pixel art.

Explain what you think a sprite is then, I'll explain what I think one is.
My understanding: By modern convention, A sprite is a 2d bitmap image other than a background image that can be moved around on screen. For the avoidance of pedantry, this is assumed to exclude 3d renderings unless otherwise qualified (i.e. "Prerendered Sprite") and mostly apply to pixel art.
If I take a movie clip of a man running to get a reference for my outline, and then draw over it pixel by pixel (doing the colouring, lighting, etc, myself without much reference to the video), this would still be a sprite under that definition. For example, the original Prince of Persia game used rotoscoping in this way. This rotoscoping process doesn't fundamentally change if I use a 3d rendering as my reference rather than a real life movie clip.

It's actually not that hard to learn, anon, the problem is that just making those sprites like OP's literally takes months even if you've got 20 years of experience. There is no way to fast track the actual production cycle. That's why modern sprites are things like Celeste, because that can just be made and the game's production can continue.

The most recent game made to the quality of OP's gif is probably Skullgirls, which has gotten content added over the years so it has spritework more recent than KoF13.
